According to information from the Kentucky State Police, Phillips was shot at approximately 2 p.m. CT near Smiths Grove. Following the incident, he was transported to a nearby hospital where he was pronounced dead. A dedicated member of the Kentucky State Police for three years, Trooper Phillips is survived by his wife and their three children.

The shooting triggered a manhunt across the state, leading to the arrest of 51-year-old Emonnie Branch from Portland, Tennessee, in Louisville. Branch now faces charges of murdering a peace officer in connection with Phillips’ death.

Funeral Arrangements
The Kentucky State Police has announced the arrangements for Trooper Phillips’ services. Visitation will take place on Saturday, October 3, from 10 a.m. to 6 p.m. at Living Hope Baptist Church in Bowling Green. The funeral service is set for Sunday, October 4, at 12 p.m. at E.A. Diddle Arena, located on the campus of Western Kentucky University. The community is invited to attend and honor Phillips’ memory.
Following the funeral service, Trooper Phillips will be laid to rest, marking a solemn end to the life of a dedicated officer.
